The AGM at Loughborough went off well and indeed much better than many of us expected. After some glitches with the ERS Proxy Voting system, which were amiably resolved by a small group of “pro” and “anti” representatives working together, there was a full debate on the Charity status issue. The result was a small majority of those voting being in favour of the conversion to a unified membership charity but there was not the required 75% majority supporting the necessary modifications to the wording of the Memorandum and Articles of Association (as required by Company Law). CTC Council will have to decide on what to do next – continue with the status quo or continue to seek to resolve the issue of unification and the CTC’s status as an organisation.

Personally, having been working on this issue since a meeting of Way Forward Committee at the 2008 Birthday Rides been involved in a diligent investigation of the issues and studied the outcomes of three detailed professional assessments from consultants and advisers, I am still convinced that the changes to charitable status will be beneficial to our 65,000 members and cycling generally. However, I keep a copy of the US Constitution in my office to remind me that their Founding Fathers took only 3 months to produce what is a pretty good founding document for a nation. Two years may not be a long time in the history of the CTC but it’s a large proportion of my remaining years, let alone my time as a Councillor. Meanwhile the fair City of Birmingham has spent eighteen months trying to get a revised cycling strategy published. And people complain about the pace of the modern world !!

I was privileged to be at the Meriden Service on Sunday, blessed this year with ideal cycling weather. I understand that Saturday’s rides also went off well. I did the intriguing and well presented Treasure Hunt on Sunday afternoon. A nice short potter in the sunshine but the minimal skills that once got me into the national finals of the Touring Competition seem to have atrophied, I’ve never done so many U turns or lost so much time staring at my surroundings trying to discover obscure clues !!

*17 May 2010 Results from CTC’s AGM

CTC members gathered at Loughborough University on Saturday 15 May for the CTC AGM. The agenda included three key motions to convert the whole of CTC – the UK’s national cyclists’ organisation into a charity.

Almost 4000 CTC members (of c. 65,000 members - just over 6% ![CGS]) cast their votes. Motions 1 – 9 were passed, including Motion 8, which stated that the Cyclists’ Touring Club should be a registered charity and merge with the CTC Charitable Trust to form a unified membership organisation with charitable status. Motion 10 however, which proposed revising the Memorandum and Articles of the Cyclists’ Touring Club to meet the requirements of a charity, achieved 61% of the vote but needed 75% of support from CTC’s membership to pass.

Chair of CTC Council David Robinson said: “CTC is a democracy and just like in an election, sometimes there isn’t a majority and a clear answer. Our membership wanted a change and voted for charity status, but we will need to pass a revised set of Memorandum and Articles before we can proceed to the next stage. CTC Council will now reflect on the results, talk to members and consider why changes to the Memorandum and Articles did not receive 75% of the vote.”

David added: “The conduct, tone and spirit of our AGM were excellent. In the main discussion on charity status, we had 17 speakers and between them all angles were covered, demonstrating CTC’s long tradition of debate at its best. The result of the vote does not change the day-to-day running of CTC and we will continue our good work supporting members and promoting cycling.”

This is the first of what will become an annual survey of all our Member Groups which we intend will help the staff at National Office both improve the current services to Member Groups and to help us develop new services.

In order to reduce postage and help speed up analysis of the survey results we are using an internet tool to distribute the survey. However we are very conscious that not everyone has access to computers on the internet and so we will also be issuing paper copies of the survey for those people for whom we have no email address.

In the first instance we are only sending the survey link to the registered officers and volunteers within your group. However we would like as many responses as possible so please feel free to forward this email to everyone who rides regularly with your group, if you wish. In addition we will be sending paper copies of the survey to each member group secretary for further distribution as required.

We welcome responses from both individuals and from entire groups. At the start of the survey you will be asked which of these you are responding as. We also ask you to tell us which role you perform for your Member Group. We have provided a list of the mandatory and most common roles however we are aware that many groups have a range of additional roles. In these cases, please provide your role title in the ‘Other’ field.

Finally, please note that although we do ask for your name as part of the survey, this answer can be ignored if you wish to provide an anonymous response.

All DA events and activities will continue unchanged until 24th October 2010 (DA AGM). Consequent on this decision both of the member groups (CTC Nuneaton and CTC Coventry) will vote to become member groups of the CTC at their AGMs in September. It is anticipated that this will be a formality and both sections will continue to operate as they are at the moment. CTC Rugby has already voted to become an informal group of CTC Nuneaton. The DA committee will propose a formula for disbursing the current DA funds between Nuneaton and Coventry and will consider how many members are to be associated with each member group for the purposes of claiming the annual grant in future (this is 0.5% of the adult subscription for each member in the group and helps to pay expenses). These two values will be ratified by the final AGM in October. It is also anticipated that CTC Coventry will continue to run the fortnightly slide shows over the winter.
